Главной целью программы авторы документа называют "обеспечение гарантированного доступа и необходимого присутствия России в космосе в интересах науки и социально-экономической сферы". Для достижения этой цели специалисты предлагают обратить особое внимание на модернизацию космодромов "Плесецк" и "Байконур", а также на создание космодрома "Восточный". Доля России в производстве ракетно-космической техники оценивается Роскосмомсом в 10,7 процента, а к 2020 году ее планируется увеличить до 16 процентов. Среди научных планов Роскосмоса создание трех аппаратов "Спектр-УФ", "Спектр-М" и "Гамма-400", а также запуск зондов на луну в рамках проектов "Луна-Глоб" (недавно лишенной половины научной нагрузки) и "Луна-Ресурс".
