Europe has had more than 250 wars since the beginning of the Renaissance in the mid-fifteenth century. In a fascinating, but largely overlooked book, How Enemies Become Friends,Charles A. Kupchan also examines some notable failures of friendship: the United States’ Civil War (1861-65); the end of the Anglo-Japanese Alliance (1923); the breakdown of Sino-Soviet relations (1960); the demise of the United Arab Republic (1961); and the expulsion of Singapore from Malaysia (1965). Kupchan never mentions a common currency as a condition of comity among nations; in fact, economic integration tends to follow, rather than precede, achievement of political unity.

innovations sociales European Identities Part II | Francis Fukuyama This is a continuation of the extract of the talk I gave at the University of Geneva in Nov. 2011 on “European Identities.” This part deals with the failure to create an identity at a European level: Let me turn to nation building at the EU level. When we pass from the level of these individual European states to the question of European identity as such, what is it and what kind of deficit do we have? Everybody who is going through this crisis of the Euro realises now in retrospect that there are many flaws in the Maastricht Treaty and in the whole process of creating Europe, such as the absence of a disciplining mechanism, the absence of exit mechanism out of the either Euro or European Union itself. I don’t want to minimize these problems at all, but in a sense, there is a deeper failure at the European level, a failure in European identity. So there is no solidarity in that broader European sense. And to be quite honest, the whole European project has been an elite-driven affair.

Let me then move on to the question of European identity and why this has posed a particular problem for Europeans of this generation. As I said, European identity is problematic because the whole European project was founded on an anti-national identity basis. It was intended to get beyond the national selfishness and antagonisms that characterized 20th century European politics. The ghosts of these old identities really became a problem with the influx of immigrants and the growth of immigrant communities that did not necessarily share traditional European values. French national identity is very much built around French language.

Eurozone unemployment hits new record 31 January 2012Last updated at 11:44 Unemployment is at the highest rate since the euro was launched in 1999 Unemployment in the eurozone hit a record high at the end of last year, the Eurostat agency has said. The jobless rate in the 17 countries that use the single currency was 10.4% in December, unchanged from November's figure which was revised up from 10.3%. Some 16.5 million people were out of work in the eurozone in December, up 751,000 on the year before. The highest unemployment rate remains in Spain (22.9%), while the lowest is in Austria (4.1%). Unemployment has been rising throughout 2011, as the debt crisis in the region has continued. Investment delays Guillaume Menuet, economist at Citigroup, said he expected the number of people out of work to increase throughout 2012.
