Study calls for a third generation innovation policy Brussels, 15 Jan 2003 An innovation policy study written for the Commission's Enterprise DG argues the case for a 'third generation innovation policy' that recognises the 'centrality of innovation to effectively all policy areas'. The paper, written by a consortium of French and UK organisations, outlines new approaches to innovation policy and uses a series of case studies to illustrate the various arguments and policy issues. Even though progress has been made in building an 'innovative society', the study, called 'innovation tomorrow', argues that a new generation of policy is required, which embeds innovation in all relevant policy fields, from research, to competition and regional policy. The report was inspired by the question of how the EU is to achieve the objective set at Lisbon in Spring 2000 - of becoming the world's most competitive economy by 2010 - and the recognition that innovation is crucial to competitiveness. It has been defined by the originator of the term, Peter Gloor (a Research Scientist at MIT Sloan's Center for Collective Intelligence) as "a cyberteam of self-motivated people with a collective vision, enabled by the Web to collaborate in achieving a common goal by sharing ideas, information, and work."
