Ofsted Head Makes Shocking Claim That Children Starting School 'Unable To Use Toilet' Amanda Spielman, head of Ofsted, is expected to say that many youngsters still lack basic literacy and hygiene skills at the age of four when she addresses nursery leaders in a London speech later today. She will say the underdeveloped children are “unable to reach their potential” if they arrive at school unable to communicate. She will tell members of the Pre-School Learning Alliance: "We know that at the most basic level, poor literacy holds a person back at every stage. "We now have a situation where, aged four, some children have less than a third of the English vocabulary of their peers. "These children arrive at school without the words they need to communicate properly. “Just imagine the disadvantage they face, right from the start. "Unable to follow what's going on. Ms Spielman will tell the crowd that children who are taught the alphabet or given bedtime stories are “lucky”. But, many do not get the same help at home and she will say that these children are “unlucky”.
