The decisive importance of this issue was fully recognized by the founders of the United Nations at San Francisco. One of the purposes of the United Nations is declared in article 1 to be: "to achieve international cooperation in solving international problems of an economic, social, cultural, or humanitarian character, and in promoting and encouraging respect for human rights and for fundamental freedoms for all without distinction as to race, sex, language, or religion." The Human Rights Commission was given as its first and most important task the preparation of an International Bill of Rights.
