WAFarmers chief executive officer Stephen Brown warned about 50 farmers at a community meeting in the fire zone last Thursday, not to assume volunteers coming onto their properties to help re-erect fences or to clean up were automatically covered by insurance policies.
"Most farmers have public liability insurance and assume that will cover them if something happens to anyone on their property," Mr Brown said. "But public liability insurance only covers common law, it doesn't cover statutory law which is things like Worksafe. "But volunteers aren't covered," he said. The scheme makes use of an independent yard that collects the stray horse instead of police officers looking after it until the owner is found. She said previously if an owner could not be found police "would try and find someone that is willing to take the horse in for a night or so while we made further enquiries" and that this "was down to the good will of the public". Landowners who have to deal with horses illegally abandoned on their land are now able to take swifter action to resolve the issue. Authorities have decided to clamp down to deter people from allowing their horses to graze illegally, or simply abandoning them on public and private land, known as 'fly-grazing'. The Control of Horses Act 2015 has been passed to extend the options for dealing with abandoned horses, which now include private sale, gifting and rehoming. As many as 500 horses are thought to be illegally fly-grazing in the Berkshire area and more than 3,000 illegally fly-grazing across the country. Minister George Eustice said: "These changes to the law will give rural communities greater powers to deal with thousands of horses that are left to graze illegally without the landowners’ permission.
