Die Umweltgesamtrechnungen haben das Ziel diese Formen der Wechselwirkung zwischen Gesellschaft und Umwelt, also Umweltbelastung, Umweltschutzmaßnahmen und Leistungen, die durch Verwendung von Umweltgütern für die Gesellschaft erbracht werden, zu beschreiben. Umweltgesamtrechnungen ergänzen dabei die Volkswirtschaftlichen Gesamtrechnungen (VGR), indem sie diese um umweltrelevante Faktoren erweitern. Als sogenannte „Satellitenkonten“ folgen sie dabei weitgehend den Konzepten und Regeln der Volkswirtschaftlichen Gesamtrechnungen, um sicherzustellen, dass die Daten aus den beiden Berechnungen kompatibel sind. Durch diesen Einbezug der Umwelt, in Form von physischen und monetären Daten, als relevanten Faktor in der Ökonomie haben Umweltgesamtrechnungen einen höheren Informationsgrad als rein Volkswirtschaftliche Gesamtrechnungen.

Whereas neoclassical economics considers the ecosystem to be a component of the economy, ecological economics assumes the economy to be a subsystem of a fixed ecosystem . Earth, the global ecosystem , is a closed system of a finite size in which only energy passes through.

The Oslo Group on Energy Statistics is a city group created by the UN Statistical Commission to address methodological issues related to energy statistics and contribute to improved international standards and improved methods for official energy statistics. Focus in 2013 The main activity for the Oslo Group in 2013 will be the drafting and the finalisation of the ESCM.
