GARDEN GROVE – Dung Vu remembers how he and his friends organized the first Tet Festival in 1982, which covered a block of Hoover Street in Westminster. It was a matter of building everything from the ground up – stage, decorations, gates. As a young student member of the Union of Vietnamese Student Associations, Vu says he never imagined that he would return 30 years later as an alumni organizer of the festival, proudly carrying the yellow-and-red South Vietnamese flag.
