Un think tank ou laboratoire d'idées [ 1 ] est une institution de droit privé , en principe indépendante des partis, à but non lucratif, regroupant des experts, et qui produit des études et des propositions dans le domaine des politiques publiques . Alors qu'un laboratoire d'idées réunit des professionnels au sein d'une structure formalisée et produit de façon systématique des études et des rapports, un club ou cercle de réflexion est beaucoup moins formel.

McGann, vient de publier son deuxième classement annuel des think tanks les plus influents dans le monde. Disponible en ligne sur le site de la revue Foreign Policy , le rapport recense 5.465 think tanks à travers le monde dans près de 170 pays . Les trois pays en abritant le plus sont : les États-Unis (1.777), le Royaume-Uni (283) et l’Allemagne (186). A think tank (also called a policy institute ) is an organization, institute, corporation, or group that conducts research and engages in advocacy in public policy. [1] Many think tanks are non-profit organizations, which some countries such as the United States and Canada provide with tax exempt status. While many think tanks are funded by governments, interest groups, or businesses, some think tanks also derive income from consulting or research work related to their mandate. [2] In some cases, think tanks are little more than public relations fronts, usually headquartered in state or national seats of government and generating self-serving scholarship that serves the advocacy goals of their industry sponsors. Of course, some think tanks are more legitimate than that. Private funding does not necessarily make a researcher a shill, and some think-tanks produce worthwhile public policy research.
