PARLEMENT EUROPEEN - Réponse à question E-015532-15 Food defence and TTIP. ARC2020_EU 10/08/14 TTIP: already disrupting Europe’s precautionary principle? The Transatlantic Trade and Investment Partnership (TTIP ) is allowing decision makers to put short term profits and growth ahead of long term goals of health and well-being of people and ecosystems.

ARC2020_EU 10/08/14 TTIP: already disrupting Europe’s precautionary principle?

TTIP is being used to iron out differences in regulations and rules between the US and EU, under the mantra of “the least trade restrictive rules work”, without due consideration of the public health, societal and environmental costs. Current work on legislation regarding Endocrine Disruptors (ED)1 and how this potentially will be undermined by TTIP is a prime example of how short term profits are being given priority over people and the environment. Endocrine Disrupting Chemicals are found or used in a range of products from plastics (e.g.

Bisphenol A) used to store liquids and foods, and cosmetics, to pesticides such as Dithiocarbamates (Mancozeb), Iprodione and Thiabendazole. The current rules and regulations on Endocrine Disruptors (ED) in the EU have been at a standstill. PARLEMENT EUROPEEN - Réponse à question P-000887-16 European precautionary principle and TTIP. The precautionary principle is enshrined in European primary law and applied by the Court of Justice in all areas where there are no definitive scientific findings concerning potential risks, affecting consumer protection, food safety or the authorisation of chemicals.

PARLEMENT EUROPEEN - Réponse à question P-000887-16 European precautionary principle and TTIP

In the US, however, the aftercare principle applies, since the burden of proof that a given product is harmful rests with the official body or individual complainant opposed to its authorisation. 1. Given that the Commission is currently seeking to v conclude a comprehensive free trade agreement; how could it reconcile these two different approaches, through harmonisation or mutual recognition for example? 2. In its communication regarding the precautionary principle (2000), the Commission indicates that the interpretation and scope thereof might in future depend on prevailing political objectives .Could a more restrictive interpretation more in line with the American model be possible under the TTIP? 3. For the chemical compound abbreviated as TTIP, see Titanium isopropoxide. The Transatlantic Trade and Investment Partnership (TTIP) is a proposed trade agreement between the European Union and the United States, with the aim of promoting trade and multilateral economic growth.[1] The American government considers the TTIP a companion agreement to the Trans-Pacific Partnership (TPP).[2] The agreement is under ongoing negotiations and its main three broad areas are: market access; specific regulation; and broader rules and principles and modes of co-operation.[3][4] The negotiations were planned to be finalized by the end of 2014, but will not be finished until 2019 or 2020, according to economist Hosuk Lee-Makiyama.[5] Background[edit] The United States and European Union together represent 60% of global GDP, 33% of world trade in goods and 42% of world trade in services.

Steve Suppan February 4, 2015 Introduction The European Commission decision to publish on January 7, 2015 negotiating proposals for a third of TTIP’s proposed 24 chapters is to be welcomed and congratulated. By contrast, the U.S. In July 2014, IATP published an analysis of the leaked Commission-proposed TTIP SPS chapter. Furthermore, our evaluation still assumes that the Commission (and the USTR) will succeed in retaining some form of an Investor State Dispute Settlement (ISDS) mechanism in TTIP, to enable private foreign investors to sue governments for violations of those investors’ “rights” to least trade-restrictive regulation in the TTIP.

Whether or not the ISDS is applied to all the TTIP chapters is a matter of controversy among U.S. FOEEUROPE - FEV 2015 - How TTIP undermines food safety and animal welfare. The partnership is an agreement which aims to create a free trade area between the EU and the US, but the arrangements are giving rise to many concerns. The biggest doubts are over the lack of transparent regulation, the mechanism for settling disputes between investors and the state, the real consequences of implementing the provisions for European agriculture and the need to emphasise compliance with EU standards by investors from countries outside the EU. 1. In June 2013, President Obama, European Council President Van Rompuy and European Commission President Barroso announced that the United States and the European Union (EU) would launch negotiations on the Transatlantic Trade and Investment Partnership (T-TIP) agreement.

OFFICE OF THE UNITED STATES TRADE REPRESENTATIVE - MARS 2014 - U.S. Objectives, U.S. Benefits In the Transatlantic Trade and Investment Partnership: A Detailed View

The T-TIP is intended to be an ambitious and comprehensive trade agreement that significantly expands trade and investment between the United States and the EU, increases economic growth, jobs, and international competitiveness, and addresses global issues of common concern. For the full text of the President’s T-TIP launch remarks, click here. The launch followed a vigorous domestic consultation process with relevant stakeholders on the Obama Administration’s goals and objectives for a negotiation with the EU, which were publicly described in a March 20, 2013 letter to the U.S. Congress. We also invite members of the public to submit comments on the negotiations in an email to comment@ustr.eop.gov.

IATP 23/07/14 Analysis of the draft Transatlantic Trade and Investment Partnership (TTIP) chapter on food safety, and animal and plant health issues (proposed by the European Commission, as of June 27, 2014)

Trade agreements have a profound influence on how regulations to protect public health and how we produce food are developed, implemented and enforced or not enforced. U.S. and EU food safety regulations in the U.S. and the EU often set the bar for such standards around the world. There is much at stake in the wording of trade agreements, but remarkably, draft negotiations texts remained undisclosed to the public affected by the trade related food safety chapters in those texts. Instead of a public debate about appropriate protections for health and the type of agriculture we want, these negotiations are taking place behind closed doors, and heavily influenced by corporate trade advisors whose employers are the main beneficiaries of the trade agreements. This is a perverse approach to trade negotiations, forcing the public to read between the lines of leaked, partial texts.
