Even before sanctions were lifted and Tehran had demonstrated its compliance with the nuclear deal signed with the world powers in Vienna on July 14, European ministers were knocking on the door in a quest for financial relations.
The Islamic Republic was deemed rehabilitated by the nuclear accord; and the UK saw no reason to lag behind the others. And so Foreign Secretary Philip Hammond was personally in attendance at the ceremonial reopening Sunday of the Tehran embassy. 1. 2. 3. Not so long ago Ankara refused to deal with the Kurdistan Regional Government (KRG) and has opposed its efforts to consolidate control in disputed oil-rich areas such as Kirkuk. Moreover, the Kurdistan Workers' Party (PKK) has complicated the KRG's efforts to strengthen political and economic ties with its neighbours, all of whom have historically combated Kurdish rebellions within their own territories. Jailed PKK leader says ‘this is a war no side can win’ (PKK), Abdullah Öcalan, is “in good health” and has called for an end to the Kurdish conflict, his brother said on Sept. 12 after visiting him in jail.

The meeting was the first family visit Öcalan has been allowed since Oct. 6, 2014. Fifteen civilians were wounded in the attack which took place close to the town’s hospital, he added. Both bomb attacks had been aimed at passing police vehicles but ended up killing mainly civilians. Turkey's PKK Conflict: The Rising Toll. Militants are identified through Turkish language press reports, or media outlets directly affiliated with the most active military wings of the PKK: the People's Defense Force (HPG), the Civil Protection Units (YPS); and the PKK affiliate (considered an 'offshoot' by some researchers) the Kurdistan Freedom Falcons (TAK) which release names and biographies of killed militants.
Confirmation of militant deaths is limited by the PKK's practice, for unknown reasons, to announce the names of dead militants weeks, months, or even years after they are killed in fighting, adding a significant delay to the PKK militant casualty count. In May 2016, military sources claimed to the Turkish press that over 7,000 PKK militants had been killed since July 2015.
