The decline of opium production in the Golden Triangle masks serious flaws in the effectiveness of drug eradication efforts in the region OPIUM cultivation in Burma, Laos and Thailand has decreased over the last ten years.

The region where these three countries meet—known as the Golden Triangle—once produced most of the world’s opium. But that position has been taken over by Afghanistan, which has seen a massive increase in poppy cultivation and is today responsible for more than 90 percent of global opium production. According to the United Nations Office on Drugs and Crime (UNODC), the Golden Triangle region produced some 1,300 metric tons (tonnes), or one-third of the world’s opium in 1998; by 2007, it produced 460 tonnes, or around 5 percent. UN drug-control officials have hailed the decline as a great success. There is, however, little reason for such a sanguine view.

Monday’s report by U.K. -based intelligence monitor Jane’s Information Group said China had delivered several Mil Mi-17 ‘Hip’ helicopters to the United Wa State Army (UWSA) in late February and early March, citing sources from the Burmese government and the military wing of an ethnic rebel group. The UWSA, which numbers some 30,000 full-and part-time fighters and controls towns along the Chinese and Thai borders in northeastern Burma’s Shan state, is in a fragile cease-fire with the Burmese military. The helicopters, armed with TY-90 air-to-air missiles, were sent to the UWSA-administered area by way of Laos, instead of coming directly from China, the report said. In an analysis of the Asian weapons black market, the defence think-tank says that the United Wa State Army (UWSA) rebel group in Myanmar acts as the "middleman" between Chinese arms manufacturers and insurgent groups in the Northeast, with most weapons routed through China's Yunnan province. Pointing out that the arms market in India is extremely lucrative, JIR says that a Chinese automatic rifle that is available for $500 in eastern Myanmar can command a price of $2,500 by the time it reaches the Northeast.

Referring to an arms seizure by Myanmar authorities in 2001 that first brought out the trend, JIR says that "a consignment of several hundred Chinese assault rifles" were recovered while being transported to the Indian border at Tamu and were meant for "Manipuri UNLF and possibly other factions". ... contd.
