This is a significant blow to evidence-based policymaking as we have so often seen that not all people in white coats behave scientifically when they come to Brussels. In asking who a scientist is, it would be useful to draw some distinctions between credible scientists and activist scientists. Motivation A credible scientist starts with the evidence and adapts the conclusions.An activist scientist starts with the conclusions and adapts the evidence. Engagement A credible scientist presents the evidence to policymakers and returns to the lab, leaving others to make decisions and communicate to the public.An activist scientist goes to the public or a PR manager, telling them where the policymakers need to change. The Addendum to this document (see page 3) spells out a rather distasteful anti-neonicotinoid campaign strategy lacking in scientific integrity.

The process has been tried and tested before by activists, but their behaviour has never been so clearly articulated in writing. How did this story unfold? One little issue to note: no credible scientist starts with a campaign strategy and then conjures up some evidence as an afterthought to fit his or her activist agenda. In the last blog, I presented a document showing how the IUCN Taskforce on Systemic Pesticides (TFSP) was created on a rather unscientific motivation: to advance the campaign to ban neonicotinoid pesticides. Dat blijkt uit een gelekt document dat verslag doet van twee ontmoetingen tussen de wetenschappers in 2010. Het document bewijst dat deze onderzoekers eerder activisten zijn dan wetenschappers, stelt David Zaruk, een Brusselse risicoanalist gespecialiseerd in milieuproblematiek. Hij ontdekte het document op de website van een van de betrokkenen. 'Door er van uit te gaan dat neonicotinoïden schuldig zijn aan de achteruitgang van de natuur, corrumperen ze de normale manier van wetenschappelijk werken. Het document beschrijft een vierjarige strategie om een verbod op de pesticiden af te dwingen. Toxicoloog Henk Tennekes, ook aanwezig op de tweede bijeenkomst, ziet dat anders.
