http://uk.reuters.com/article/2011/10/31/uk-britain-boe-accountability-idUKTRE79U00K20111031 LONDON | Mon Oct 31, 2011 12:04am GMT LONDON (Reuters) - A senior legislator has attacked the Bank of England's supervisory body for its refusal to provide details to parliament about talks held over the collapse of bank Northern Rock in 2007. The complaint by Andrew Tyrie, who chairs the House of Commons' Treasury Committee, highlights parliamentarians' concerns about the Bank's lack of accountability at a time when it is about to be handed far-reaching new powers in the government's overhaul of Britain's financial regulation. The Bank's Court, which oversees the Bank's conduct but does not influence policy, refused to provide Tyrie's committee with detailed minutes of talks relating to the financial crisis. Northern Rock was fully nationalised after suffering a run on its deposits at the start of the credit crisis, and the Bank has faced harsh public criticism over its actions at the time.

Monetary aggregates

Monetary aggregates comprise monetary liabilities of MFIs and central government (post office, treasury) vis-á-vis non-MFI euro area residents excluding central government. M1 is the sum of currency in circulation and overnight deposits; M2 is the sum of M1, deposits with an agreed maturity of up to two years and deposits redeemable at notice of up to three months; and M3 is the sum of M2, repurchase agreements, money market fund shares/units and debt securities up to two years. The ECB calculates the rates of growth of monetary aggregates, as well as of the components and the counterparts to monetary aggregates, on the basis of adjusted flows rather than the simple comparison of end-of-period levels.(A more detailed description of this procedure can be found in the Guideline of the ECB of 13 November 2000 (download: pdf 4 MB, en ). Stock data refer to the last day of the period (month or quarter), either to the last working day or the last calendar day, depending on national practice. http://www.ecb.int/stats/money/aggregates/aggr/html/index.en.html

The markets were haunted this Halloween by the ghosts of the past financial crisis. With MF Global filing for bankruptcy on Monday, investors pummeled many financial stocks, fearful that problems were lurking on the books of other Wall Street firms. It was a crisis of confidence, not unlike in 2008 when the markets punished stocks on mere speculation of trouble. http://dealbook.nytimes.com/2011/10/31/mf-global-bankruptcy-rattles-wall-st-firms/

It doesn’t get any more immoral than this. As the Securities and Exchange Commission civil complaint noted, in 2007, Citigroup exercised “significant influence” over choosing $500 million of the $1 billion worth of assets in the deal, and the global bank deliberately chose collateralized debt obligations, or C.D.O.’s, built from mortgage loans almost sure to fail. According to The Wall Street Journal, the S.E.C. complaint quoted one unnamed C.D.O. trader outside Citigroup as describing the portfolio as resembling something your dog leaves on your neighbor’s lawn. “The deal became largely worthless within months of its creation,” The Journal added. “As a result, about 15 hedge funds, investment managers and other firms that invested in the deal lost hundreds of millions of dollars, while Citigroup made $160 million in fees and trading profits.” Citigroup, which is under new and better management now, settled the case without admitting or denying any wrongdoing.
