Instead of a thoughtful answer I picked out and translated some of the propaganda posters, commonly displayed during the Stalin era. With Lenin's book in hand,in front of Lenin's and Stalin's complete works The lady is pointing to a Stalin's quote about how the voters should be like Lenin (whose name is highlighted in red 6 times) - fearless in fight, merciless to the enemies of the people, honest, etc...
