Pp. 32-47. George Bernard Shaw once claimed that “To be in hell is to drift: to be in heaven is to steer.” This might be designated the conventional planner’s motto. Perhaps the clearest theme in the planning literature is its obsession with control--of decisions and strategies, of the present and the future, of thoughts and actions, of workers and managers, of market and customers. Most indicative of this, perhaps, are the comments of a chief of planning for AT&T, who asked himself, “If corporate planning is so important,” why did it “not surface any where in the Bible?” Planning concerns man’s efforts to make the future is his own image. An obsession with control leads to all kinds of behaviours, as we have seen throughout our discussion.

The obsession for control springs from the failure to recognise or appreciate the value of spontaneity, either in everyday work or in economic processes. Illusion of Control? Mintzberg offers definitions in this chapter. He asks “Is strategy making simply a process of planning or is it simply an oxymoron? Should strategy always be planned, never be planned or sometimes be planned? What’s the relationship between strategy and planning?” Mintzberg begins by explaining planning: he reminds that planning is used so broadly and in so many different contexts that it almost cannot be defined. Chapter 2: introduces multiple models of planning. Chapter 3: evidence on planning anecdotal evidence: he acknowledges that there is an abundance of anecdotal evidence that supports the notion that planning pays off. Mintzberg was born in Montreal in 1939 and graduated in mechanical engineering from McGill University where he now teaches.

He is a prolific author and in many of his books his belief in the importance of practical knowledge is readily apparent.
