MUMBAI: Andhra Pradesh Chief Minister N Chandrababu Naidu has announced that the state government is setting up AP fibre grid to help multi-system operators (MSOs) and local cable operators (LCOs) set up a multi-tenanted digital cable headend that can be utilised as “infrastructure as a service and platform as a service”.

The move is expected to help operators to apply for digital addressable system (DAS) licence and sustain their areas of operations. Andhra Pradesh has 800+ MSOs and 9,000+ LCOs across 13 districts serving 1.3 million subscribers. The CM has written to the Information and Broadcasting (I&B) Minister Arun Jaitley to extend the DAS deadline by six months beyond 31 December since Phase I of the fibre grid will be completed by June. Naidu noted that only a few MSOs in Andhra Pradesh have licence to operate in DAS-notified areas due to non-affordability of digital headends and lack of technical expertise. Implementation challenges of BharatNet

The issue is more significant for the rural population. The BharatNet project has a vision to establish a scalable network by 2017 towards providing affordable broadband connectivity of 2 Mbps to 20 Mbps to all rural households and institutions. This project has evolved from the earlier National Optical Fibre Network (NOFN) project of providing 100 Mbps to all gram panchayats (GPs). This project was approved in 2012 but made slow progress. A committee constituted in January reviewed the earlier project and proposed a modified project called BharatNet, in a report submitted on 31 March. The content provisioning for the end user is envisaged by private service providers (PSPs), with competition, to be selected through an auction route. Prof. Prof. eKranti. NII 2.0 will be one of the major schemes under e-Kranti which will consolidate and integrate the currently available and proposed network infrastructure. It will further execute and maintain e-governance projects in various state and central departments. According to the latest (5th August, 2014) draft report, government had previously concentrated on setting up information technology infrastructures like data centres and wide area networks rather than automating workflow. NII 2.0 will automate workflow and further upgrade network and cloud infrastructure. The aim is to create an expandable and secure public information system which would augment the existing Information and Communication Technology (ICT) assets & human resources in the country.
