As of 2010, grants awarded from the US government accounted for most of Freedom House's funding;[5] the grants were not earmarked by the government but allocated through a competitive process. The organization is directed by David J. Kramer, former head of the Bureau of Democracy, Human Rights, and Labor of the United States Department of State.
