El mercado fue desarrollado para evitar que grandes empresas y otros especulan con el agua para lucrar a través del recurso vital, encareciendo su uso para agricultores que lo necesitan para sus cultivos. El mercado fue desarrollado por la Universidad del Desarrollo y la Pontificia Universidad Católica de Chile y cuenta con fondos de la Corporación de Fomento de la Producción (CORFO), un organismo gubermental de Chile que apoya el emprendimiento y la innovación.
