International Partnership on Mitigation and MRV. The Global Good Practice Analysis is a joint initiative by the International Partnership on Mitigation and MRV and the UNDP Low Emission Capacity Building Programme and documents examples of mitigation-related good practice worldwide which demonstrate how INDCs, LEDS, NAMAs and MRV systems are being effectively designed and implemented across a range of national contexts.

In the second edition of the Global Good Practice Analysis (GPA2.0) a new selection of cases was examined by a consortium led by NewClimate Institute and including the Energy Research Centre of the Netherlands (ECN), The Energy and Resources Institute (TERI) and Libélula. As 1.3 billion people worldwide do not have access to electricity and 2.7 billion people rely on traditional biomass for basic needs such as cooking and heating (World Bank, 2014), access to energy is a key development issue and is a prerequisite to achieving development goals. At the same time, energy use is closely intertwined with environmental challenges such as climate change, fossil fuel resource depletion, air pollution and natural resource management (land, water, forests). This module elaborates the key issues and concepts in the field of energy and development; it addresses policy responses such as the energy issues underlying the Millennium Development Goals (MDGs) and the United Nations’ (UN) target of universal energy access.

Climate change adaptation is an issue on the political agenda in more than three quarters of countries, according to the survey. Almost all countries stated that extreme weather events have triggered adaptation responses. The second most cited reason for developing national adaptation policies was European Union policies integrating climate change adaptation, followed by damage costs and scientific research. Most countries identified barriers to taking action – more than three quarters of countries cited a lack of resources such as time, money or technologies as a barrier.
