OVERVIEW – The 2030 Energy-Climate Package: Lessons learned (or not) from 20-20-20 (en) The much anticipated sequel to the 2020 climate and energy package was adopted in 2014 amid extensive discussion, and within an intense economic situation.

OVERVIEW – The 2030 Energy-Climate Package: Lessons learned (or not) from 20-20-20 (en)

The article explains the main provisions of the 2030 Energy and Climate Policy Framework, highlights the relevant challenges, and summarises the critical feedback received. On the 23rd October 2014, the European Council adopted the 2030 Energy and Climate Policy Framework, setting three headline targets of at least 40% reduction of GHG (GreenHouse Gas) emissions relative to 1990, 27% contribution to the final energy consumption from renewables, and 27% improvement of energy efficiency with respect to business-as-usual by 2030.

The first two targets are binding at EU level but the third is only indicative. Unlike the 20-20-20 Package, this time the Council's conclusions were extended to include guidance to the European Commission (EC) in a number of other areas. Thus in addition to the targets, three funds were established or enhanced: AAS-29. Conference_report_design2. Global Atlas. Roundup of the latest solar research from around the world. IRENA works together with national REmap experts to translate existing plans and additional options for renewable energy deployment into a common framework.

REmap

A REmap tool helps national REmap experts to conduct the necessary analysis. In 2013, IRENA launched REmap 2030 with 26 countries, including those seen as the largest energy consumers in 2030 and others from different regions that have advanced the deployment of renewables. Together these countries are projected to consume 75% of all final energy by 2030. REmap technology options are characterised by their potentials and cost. Market opportunities and barriers have been assessed, as have investment needs. IRENA is also working with the modelling community to verify its country analyses with national models developed by research institutions and academia. Majority of world’s largest companies shifting to clean energy

Despite climate and energy policy inching forward in Congress and at the UN climate change negotiations in Qatar, a new report from Calvert Investments, Ceres and World Wildlife Fund (WWF) shows that most of the world’s largest companies aren’t waiting on governments to embrace renewable energy and lower emissions. The report, “Power Forward: Why the World’s Largest Companies are Investing in Renewable Energy,” shows that a strong majority of Fortune 100 companies have set a renewable energy commitment, a greenhouse gas (GHG) emissions reduction commitment or both. The trend is even stronger internationally, as more than two-thirds of Fortune’s Global 100 have set the same commitments. Ceres is an advocate for sustainability leadership. Biofuels - The State of Play, 2012. State of Play on Biofuel Subsidies: Are policies ready to shift? (PDF - 1.17 MB) This paper summarizes and discusses policy literature on the state of play of the over US$ 20 billion in subsidies for biofuel production and consumption: Why are governments subsidizing biofuels? What are the actual impacts? Is there a need for change? In particular, it examines the influence of three dynamic factors on the biofuels debate: the “food versus fuel” debate, advanced biofuels developments and the austerity policies necessitated by the financial and economic crisis.

On the basis of this review, it recommends that governments should: Raise the political profile of evidence-based economic, environmental and social costs and benefits of biofuels. The paper was was launched at a special discussion on biofuel subsidies organized by Nestlé S.A. on the Business Day at the UN Conference on Sustainable Development Rio+20. The Center developed the Global RE Opportunity Tool to assist policymakers and analysts in understanding the size and location of market opportunities for cost-effective deployment of solar technologies under different cost scenarios.

It enables quick, intuitive analysis and visualization of the technical potential, economic opportunity, and market size for a variety of solar technologies ranging from residential rooftop systems to utility-scale installations. We are developing the tool as a web-based GIS application to assist policymakers and analysts around the world in evaluating opportunities for increased solar deployment. The beta version of the tool provides various data sets at the country level. To launch the tool in a new browser window or tab, click here. ESMAP Launches Electricity Technology Assessment Model - Sustainable Energy Policy & Practice. 27 June 2012: The Energy Sector Management Assistance Program (ESMAP) of the World Bank has developed and is testing its “Model for Electricity Technology Assessment” (META) as a tool to assist policy makers and planners design power generation projects in light of the challenges of reducing carbon emissions and adjusting to rapid changes in technology, equipment and fuel prices.

The model, formally known as the Electricity Technology Options Assessment Guide (ETOAG), was developed together with ESMAP reports on electrification technologies and power sector prices and launched at a World Bank workshop in June 2012. It compares the costs of a range of power generation options, taking into account changes in capital and operating costs over time, environmental externalities, and transmission and distribution options.

SUSTAINABLE URBAN MOBILITY PLANS - SUMP. Coal & Energy Access - World Coal Association. Across the world there are 1.3 billion people without access to electricity. Without targeted global action, the International Energy Agency (IEA) estimates that in 2035 there will still be one billion people without access to electricity and 2.7 billion without access to clean cooking fuels. Coal is an essential resource for meeting the challenges facing the modern world. It plays a major role in delivering electricity across the globe, is fundamental in the creation of steel and concrete, and provides energy for transport. WCA has published Coal - Energy for Sustainable Development, which highlights the vital role coal has in delivering energy to the 1.3 billion people who lack access to it as well as coal's role in building sustainable communities.

This section looks at the challenges of providing greater access to energy worldwide, the role played by coal and how access to energy is essential to sustainable development.
