But the first large-scale payout of performance-based pay raises and bonuses in January was riddled with inequalities, a Federal Times analysis has found. Specifically: * White employees received higher average performance ratings, salary increases and bonuses in January than employees of other races and ethnicities. When compared to Asians and Native Hawaiians and Pacific Islanders, whites received on average almost a full percentage point more in their total payout of raises and bonuses. * Employees working at Defense agencies — such as the Defense Finance and Accounting Service, Tricare, the Office of the Inspector General and the Office of the Secretary of Defense — earned higher performance ratings and payouts overall than did their civilian counterparts in the three military service branches.

The closest English translations I can come up with are other slang terms: “Mojo,” or “Game.” Diskarte has to do with how one strategically positions oneself in order to accomplish certain goals favorable to yourself.
One gets additional points for chutzpah, style, boldness and how big of an accomplishment one is trying to affect. If you accomplish something big and did it in a particularly bold way or did it with a certain flair or style, then your diskarte is strong. In Filipino colloquial terms, “Astig ka pare!” Now why am I talking about this you may ask? Let’s take finding out about job openings. ATS - Applicant Tracking Systems - are now so ubiquitous that job seekers have to assume their resume will be processed electronically.
Wendy Enelow and Louise Kursmark, in their recent Webinar on ATS and resumes, cited the statistic that more than 90% of resumes will be processed this way. Back in 2011 (when I wrote the blog post I'm quoting, with a few changes, below) I recommended that applicants write both a highly formatted resume meant for human eyes and an ASCII resume (saved as a .txt file) in case the company used ATS. But my thinking now, along with Louise, is that applicants should have only one resume - an ATS-compliant one - and skip the highly formatted one. It is a dilemma for resume writers and job seekers alike.
