Dès 2014, tous les travaux universitaires financés par les contribuables britanniques seront disponibles en ligne gratuitement et immédiatement pour les universités, entreprises et particuliers. Le Guardian décrit ce mouvement comme "le plus radical remaniement de l'édition universitaire, depuis l'invention de l'Internet" . Cette décision du gouvernement britannique intervient au moment où les éditeurs de revues scientifiques sont de plus en plus pointés du doigt par les universités du monde entier pour ne supporter qu'une infime partie des coûts de production des travaux scientifiques universitaires, réalisant ainsi des bénéfices exorbitants.
