SECRETARY-GENERAL APPOINTS JEAN-MAURICE RIPERT OF FRANCE AS SPECIAL ENVOY FOR ASSISTANCE TO PAKISTAN. Biographical Note United Nations Secretary-General Ban Ki-moon today announced the appointment of Jean-Maurice Ripert of France as Special Envoy for Assistance to Pakistan. The Special Envoy will report to the Secretary General through the United Nations Development Group Chair. The position has been established by the Secretary-General to assist the Government of Pakistan and the international community in responding to the present humanitarian, recovery and reconstruction needs relating to the country's displacement crisis.

The Special Envoy will promote, together with the Government of Pakistan and relevant international partners, in particular the Friends of Democratic Pakistan, a strategic, coherent and comprehensive approach to supporting the humanitarian, recovery and reconstruction needs of crisis-affected areas. Mr. Mr. Mr. Mr. Ited Nations Department of Political Affairs - Pakistan (Bhutto Commission) The Department of Political Affairs provides staff support and guidance to the Special Envoy for Assistance to Pakistan, Rauf Engin Soysal, who was appointed by the Secretary-General in September 2010. DPA also assisted the Secretary-General in establishing the Commission of Inquiry into the Benazir Bhutto assassination. Special Envoy for Assistance to Pakistan Special Envoy Soysal’s main role is to assist the Government of Pakistan and the international community in response to the extraordinary situation created by the 2010 monsoon floods as well as the country’s continued internal displacement challenges and other development, humanitarian and economic needs as identified by the Government of Pakistan.

The Special Envoy works to ensure an integrated UN response to issues in Pakistan and oversees the coordination of UN and international assistance to Pakistan . Commission of Inquiry into the Benazir Bhutto assassination.

Peacekeeping

United Nations peacekeeping missions involving Pakistan. Peacekeeping, as defined by the United Nations, is a way to help countries torn by conflict create conditions for sustainable peace. UN peacekeepers—soldiers and military officers, civilian police officers and civilian personnel from many countries—monitor and observe peace processes that emerge in post-conflict situations and assist ex-combatants in implementing the peace agreements they have signed. Such assistance comes in many forms, including confidence-building measures, power-sharing arrangements, electoral support, strengthening the rule of law, and economic and social development.

All operations must include the resolution of conflicts through the use of force to be considered valid under the charter of the United Nations. EU unterzeichnet Luftverkehrsabkommen mit Pakistan. Brüssel, den 24. Februar 2009 Der Vizepräsident der Kommission Antonio Tajani erklärte dazu: „Das heute unterzeichnete Abkommen bedeutet gute Neuigkeiten sowohl für die Luftfahrtunternehmen Pakistans und der EU, als auch für die Flugreisenden, da es die aus den bestehenden bilateralen Luftverkehrsabkommen resultierende Rechtsunsicherheit beseitigt. Ich begrüße diesen wichtigen Schritt in den Luftverkehrsbeziehungen zwischen der EU und Pakistan.

Mit diesem Abkommen wird anerkannt, dass es sich bei den Luftfahrtunternehmen in der EU nicht mehr um nationale Gesellschaften, sondern um Unternehmen der Gemeinschaft handelt. Die bestehenden bilateralen Luftverkehrsabkommen zwischen Pakistan und 18 EU-Mitgliedstaaten werden durch das neue so genannte „horizontale“ Abkommen nicht ersetzt, sondern vielmehr mit dem EU-Recht in Einklang gebracht. Bislang wurden weltweit mit 45 Staaten horizontale Abkommen ausgehandelt.
