Contact us Vision of Humanity. Common Agricultural Policy. The common agricultural policy (CAP) is the agricultural policy of the European Union. It implements a system of agricultural subsidies and other programmes. It was introduced in 1962 and has undergone several changes since then. It has been criticised on the grounds of its cost, and its environmental and humanitarian impacts.[1] History[edit] The common agricultural policy was born in the late 1950s and early 1960s when the founding members of the EC had emerged from over a decade of severe food shortages during and after World War II. Beginnings of the CAP[edit] The Treaty of Rome, signed in 1957, established the Common Market. Directorate-General for Agriculture and Rural Development in Brussels The six member states individually strongly intervened in their agricultural sectors, in particular with regard to what was produced, maintaining prices for goods and how farming was organised.

France Fails the World... Again. France Fails the World... Again By Ray Seilie The European Union, led by France and its small but vocal farming lobby, has scuttled the Doha Round of WTO negotiations, preserving artificial trade barriers and harming consumers throughout the world.

The Doha Round, so named because the current round of free-trade negotiations began with a ministerial meeting in Doha, Qatar in November 2001, aimed to lower trade barriers around the world by reducing trade-distorting tariffs and farm subsidies while improving market access for developing nations. A significant reduction of global trade barriers would benefit consumers throughout the world by increasing competition and lowering prices. Successful negotiations would also have permitted farmers in developing nations to access markets in wealthier countries, increasing prosperity through trade and reducing dependence on foreign aid. Of course, EU trade liberalization without French support is unlikely. Q&A: Reform of EU farm policy. 1 July 2013Last updated at 13:15 ET Global warming has fuelled fresh concerns about food security in Europe The European Union is negotiating a major reform of its Common Agricultural Policy.

The programme is the most expensive scheme in the EU - accounting for more than 40% of its annual budget - and one of the most controversial. In June 2013 ministers reached a deal with Euro MPs and the European Commission, though the reform package has not yet been agreed in full. The Commission's original goal was to shift rewards away from intensive farming to more sustainable practices - but environmentalists say that ambition has been watered down.

Political parties of all shades, farmers' unions, environmental campaigners and taxpayer groups have all voiced concern about the reforms. What is the CAP? Agriculture has been one of the flagship areas of European collaboration since the early days of the European Community. How much does it cost? What reforms to the CAP are proposed? The proposals include:
