India in top three 'spam spewing' global nations list. Just 20 Internet Service Providers (ISPs) out of over 42,201 are responsible for spreading 50 percent of junk mails, phishing attacks and other malicious messages, a survey has revealed. The survey by a researcher in Holland found that many of these networks were concentrated in India, Vietnam and Brazil. On the net's most crime-ridden network, Spectranet in Nigeria, 62 percent of all the addresses controlled by that ISP were seen to be sending out spam, the BBC reports.

According to the report, in his analysis of over 42,000 ISPs, Giovane Cesar Moreira Moura who studied at the University of Twente, found that some networks could be classed as "bad neighbourhoods" because, just like in the real world, they were places where malicious activity was more likely. Moura discovered that networks involved in malicious activity also tended to specialise in one particular sort of malicious message or attack. By contrast, spammers tend to favour Asian ISPs. Most spam comes from just 20 ISPs. Turn Your Google+ Hangout Into a YouTube Party. We've all been to parties where someone grabs the laptop and starts showing everyone this latest cool YouTube video. Eventually, everyone gathers around the computer, firing off their favorites, and the party turns into a YouTube party. If you love this form of entertainment, you'll be glad to know that Google has launched a YouTube app for Google+ Hangouts which lets all participants share and watch YouTube videos. To try it out, start a Hangout and have all users load the YouTube app at the top of the screen. Now, everyone can start adding videos, drag and drop them to change the order in the playlist, as well as skip forward or backward. Participants can also share a video that's playing with their Google+ circles at any time, or save the playlist (as public or private) to their YouTube account. The app is available worldwide in 60 languages.

How do you like the idea? 'US Ignite' Will Create Ultra-Fast Experimental Broadband Networks. The White House has launched a public-private partnership aiming to build ultra high-speed broadband networks in communities around the U.S. Unveiled Thursday, it's called US Ignite. The networks will be opened up to developers for use as a development sandbox for turning out new applications in key sectors of the economy.

"This network will become a test-bed for designing and deploying next-generation applications to support national priorities areas such as education, healthcare, energy, and advanced manufacturing," reads the White House's press release. "US Ignite will challenge students, startups, and industry leaders to create a new generation of applications and services that meet the needs of local communities while creating a broad range of job and investment opportunities. " The networks are expected to be rolled out in more than 25 cities over the next five to six years. The NSF is committing $20 million to the development of the new networks.

Judge Posner Dumps Ridiculous Patent Fight Between Apple & Motorola As Contrary To The Public Interest. Judge Richard Posner is, perhaps, the most influential judge not on the Supreme Court. Beyond writing a ton of books (and columns and articles and blog posts), his rulings often seem to carry extra weight. On intellectual property, he's been something of a mixed bag. So it's pretty interesting to see that Posner has told everyone he's dumping the case. Security researchers from Kaspersky have profiled a new SpyEye plugin known as flashcamcontrol.dll. What does it do? Basically, it modifies an infected host's Flash permissions, allowing cybercriminals the opportunity to control and webcam and the microphone of the infected victims. More details: If an infected user visits the site of a specified bank and the browser processing the page requests a flash-document via a link from the first column, the webfakes.dll plugin (which runs in a browser context) detects that request and replaces it with an address from the second column – an address controlled by the intruders. It turned out that both flash documents merely create a window with a picture from the webcam. It appears that someone is experimenting, with long-term ambitions on their mind.
