Why learning? - IIEP Learning Portal. “Worldwide, 250 million children – many of them from disadvantaged backgrounds – are not learning even basic literacy and numeracy skills, let alone the further skills they need to get decent work and lead fulfilling lives.” (EFA Global Monitoring Report 2013/14, p. 18) Participants at the 2000 Dakar World Education Forum committed to achieving the Education for All goals of basic education for children, young people, and adults by 2015. Since then, remarkable progress has been made in many countries towards expanding access, increasing enrolments and improving pupil retention in schools. The 2015 Education for All Global Monitoring Report (GMR) found that, at primary level, net enrolment rates increased from 84 percent in 1999 to 93 percent in 2015.

At the same time, however, recent studies of learning outcomes indicate that levels of learning among primary school children remain very low.
