Did you realize that the Ten Commandments have implications for animals too? As God is clarifying the Ten Commandments, He gives specific instructions regarding what to do when animals you own, attack humans. This verse is closely tied to the next one so it is important to keep them together in our minds. This is clearly the case in which an animal that doesn't usually attack people suddenly attacks someone. God actually requires that the animal be put to death and not put to any use, such as eating.
Not only does it tell us that God expects the animals to behave, it also tells more about how much God values human life.
