(SABC) The Constitutional court has found that eight by-elections which took place within the Tlokwe municipality in 2013 were not free and fair. It has set aside the results of the election. This means the Tlokwe municipality must hold new by-elections within 90 days. The Tlokwe vote-rigging allegations have been dragging on for almost two years. The ANC secured a majority after it won eight of the nine wards in the 2013 by-election. (SABC) The Electoral Court has heard that the Independent Electoral Commission (IEC's) investigations into alleged vote rigging during the 2013 Tlokwe by-elections were "fatally flawed". That's the argument of eight independent candidates who want the results to be declared null and void. All four former African National Congress (ANC) members were expelled when they refused to support then mayor of the town, Mapetla Mapetla. (REUTERS) Voting has started in three wards in the Tlokwe Local Municipality in North West. The by-election takes place a day after the Electoral Court ruled that it be postponed in six of the nine wards. A case was brought to the court by disqualified Independent candidates. These by-elections are crucial both to the African National Congress (ANC) and the Democratic Alliance (DA). The parties want to have a majority in the Tlokwe Council. The DA on the other hand, wishes to win ward six which is the only one they are contesting on Wednesday.

Voting is also underway in two municipal by-elections in the Western Cape. Independent Electoral Commission (IEC) Electoral Officer, Courtney Sampson, says voting stations opened on time and operations are running smoothly.
