Schneider Electric of Seattle had a contract with Clark County to build and operate a $28 million plant to supply heating and cooling power plus hot water for five county buildings. The company told the county Nov. 18 it was terminating the contract because delays and opposition made the project miss the deadline for an $8 million federal grant. The biomass plant in an old bottling plant was opposed by neighbors and city leaders concerned about pollution, odor and traffic.
