In 1993, a few months after the coming into effect of the Maastricht Treaty, certain administrations with a forward-looking approach decided to take a step towards the enhancement of the visibility of intermediate local authorities, and in the promotion of common policies at the local level.

The association

In a context of acknowledgement of the local and regional dimension for the first time, Partenalia was created with the aim of becoming a platform that would represent the interests of local intermediate authorities in the European Union. Today, as an International association with legal personality, Partenalia has a key role in the construction of a more integrated Europe, as it is the voice of intermediate local administrations and offers them a privileged working platform in order to promote innovative initiatives and the exchange of best practices on a transnational scale.

Interreg was first developed as a Community Initiative in 1990 with a budget of EUR 1 billion covering exclusively cross-border cooperation. It was developed into a formal "objective" of European Cohesion Policy in 2000. Today, European territorial Cooperation is one of the two goals of Cohesion Policy. Over the years, Interreg has become an experienced instrument to support cooperation between partners across borders. Interreg programmes are funded by the European Regional Development Fund to support the harmonious development of the European Union's territory at different levels. 2014-2020 period – Interreg V 60 Cross-border – Interreg V-A, along 38 internal EU borders. 2007-2013 period – Interreg IV.
