La formule proposée dans cette réforme est basée sur la suppression de trois années bissextiles tous les 400 ans du calendrier julien. Le résultat de cette réforme c'est que les années divisibles par (4) sont toujours bissextiles, mais les années des débuts des siècles (les années séculaires) doivent être divisibles aussi sur 400 pour qu'elles soient bissextiles (exemple : pour les années 1700, 1800, 1900 et 2000, il n'y a que l'année 2000 qui est bissextile).
