Photo from the Isis International website Forced to flee during the all-out war in Mindanao, Maimona Musa Didatu-Bayan and her family struggled for almost a decade to rebuild their lives. Her story is just one of those from millions of women whose voices are left unheard as they are portrayed merely as victims of war.
Maimona lived in a far-flung area in Maguindanao province, but were forced to leave their home when former President Joseph Estrada declared the all-out war against the Moro Islamic Liberation Front in 2000. An anti-poverty and social development strategy of the national government implemented by the Department of Social Welfare and Development (DSWD), 4Ps provides conditional cash grants to extremely poor households to improve their health, nutrition and education, particularly of children aged 0 to 14 years. Gemma N. Rivera, DSWD-12 assistant director, said the total target beneficiaries in the region reached 138,637, of which 74,572 have already received cash assistance. “Some 500 beneficiaries have been delisted from the list because they are not really poor,” she said Saturday at the sidelines of a regional DSWD orientation program for the media. The disqualified beneficiaries were barangay officials or their relatives who can afford to own home appliances, lingering reports said.

Bai Zorahayda Taha, Department of Social Welfare and Development Region 12 director said Wednesday the program has continually expanded since it was first launched late 2008 and is now providing cash grants through its conditional cash transfer scheme to 74,572 families in the area. Region 12 covers the provinces of South Cotabato, Sultan Kudarat, Sarangani, North Cotabato and the cities of General Santos, Koronadal, Tacurong, Kidapawan and Cotabato.
