Tepco “Compensation” for Fukushima Nuclear Crisis is a Political Fraud. Yoichi ShimatsuGlobal Research Friday, May 13, 2011 The just-approved compensation deal between the Tokyo Electric Power Company (Tepco) and the Japanese government is being rushed out before the May 30 evacuation order for residents in radiation-threatened areas of Fukushima. The more important deadline for both sides falls on May 20, when Tepco must issue its annual report to shareholders.

The deal is more of a bailout for Tepco than its pretense of being a relief package for evacuees. Tepco is being given 30 years to pay back the government for this bailout with borrowed money. The “compensation” package doesn’t cover medical benefits for radiation-caused cancers that are not expected to surface in victims for at least two years from now. The plan is a fraud from its inception. But Tepco said melting fuel rods had created a hole in the chamber, allowing 3,000 tonnes of contaminated water to leak into the basement of the reactor building. The power plant was badly damaged by the earthquake and tsunami on 11 March. Cooling systems to the reactors were knocked out, fuel rods overheated, and attempts to release pressure in the chambers led to explosions in the buildings housing the reactors. The government and Tepco (Tokyo Electric Power Company) said it would take until next January to achieve a cold shut-down at the plant. Government spokesman Goshi Hosono said the latest setback would not affect the deadline.

Quelques jours avant l'accident de la centrale nucléaire de Fukushima, son opérateur, Tokyo Electric Power (Tepco), avait reconnu le maquillage des rapports de contrôle de ses installations. Une dizaine de jours avant le séisme et le tsunami qui ont ruiné le nord-est du Japon et abîmé la centrale Fukushima N°1, Tepco avait remis un document aux autorités dans lequel il reconnaissait avoir faussé les données des registres de contrôle. L'entreprise avait précédemment assuré avoir vérifié une trentaine de pièces qui n'avaient en réalité pas été contrôlées.

Tepco a avoué notamment qu'une carte d'alimentation d'une valve de contrôle de température de réacteur n'avait pas été inspectée pendant onze ans, bien que les techniciens, qui s'étaient contentés d'un contrôle de routine, aient indiqué le contraire. Le rapport de Tepco avait été réclamé par les autorités pour s'assurer que les procédures étaient bien respectées.
