After the US pulled out of the international nuclear agreement with Iran, Tehran said it will not negotiate another deal with Washington. There has been a deterioration in relations between the US and Iran since April, when the US ended sanctions exemptions, effectively banning all Iranian oil exports. Iran has threatened that if its oil exports are stopped, then no oil can pass the Strait of Hormuz.

Media playback is unsupported on your device President Donald Trump has signed a law that will impose sanctions on any firm that helps Russia's state-owned gas company, Gazprom, finish a pipeline into the European Union.
The sanctions target firms building Nord Stream 2, an undersea pipeline that will allow Russia to increase gas exports to Germany. The US considers the project a security risk to Europe. Both Russia and the EU have strongly condemned the US sanctions. Congress voted through the measures as part of a defence bill last week and the legislation, which described the pipeline as a "tool of coercion", was signed off by Mr Trump on Friday. Why is the US against the pipeline? The almost $11bn (£8.4bn) Nord Stream 2 project has infuriated the US, with both Republican and Democratic lawmakers opposing it. President Trump has said the 1,225km (760-mile) pipeline, owned by Russia's Gazprom, could turn Germany into a "hostage of Russia". But sadly for many threatened species, the decline in Arctic sea ice has created a new economic opportunity for Russia in their remote habitat. In a decree last year President Vladimir Putin ordered Russian firms to boost cargo traffic on the Northern Sea Route to an annual 80m tonnes by 2024. Ambitious energy co-operation deals were signed with India in Vladivostok, in Russia's far east, in October.
One centres on a big open-cast coal mining project in the Taymyr Peninsula, in the far north of central Siberia. The area is rich in high-quality coking coal (anthracite), used to make steel and aluminium. Dharmendra Pradhan, India's Minister of Petroleum and Natural Gas, said: "We are the second largest coal importer in the world, and we intend to achieve production of 3m tonnes of steel per year by 2030, so we need to increase coal supplies.
