Applications at this level are very numerous. Most of the applications for the representation of metadata can be handled by RDF at this level. Examples include card index information (the Dublin Core), Privacy information (P3P), associations of style sheets with documents, intellectual property rights labeling and PICS labels. We are talking about the representation of data here, which is typically simple: not languages for expressing queries or inference rules.

Sir Tim Berners-Lee, the inventor of the Web, gave a must-view talk at the TED Conference earlier this year, evangelizing Linked Data. Berners-Lee is now on a crusade for everyone from government departments, to individuals, to open up their data and put it on the Web - so that others can link to it and use it. 'SKOS est une ontologie OWL, elle devrait donc être au même niveau que DC ou FOAF, au lieu d'être mise au même niveau que RDF-S ou OWL' Je ne crois pas qu'on puisse identifier des 'couches' hermétiques et absolues entre les différents niveaux. Après tout, RDF-S est capable de se décrire lui même, ou de décrire OWL, et on met pourtant les deux au même niveau. Je pense que la hiérarchie des couches dépend de l'usage.
What is the Semantic Web?
The Semantic Web is a Web that includes documents, or portions of documents, describing explicit relationships between things and containing semantic information intended for automated processing by our machines. It operates on the principle of shared data. When you define what a particular type of data is, you can link it to other bits of data and say "that's the same", or some other relation.
