Le 28 novembre 2011, les élections présidentielles et législatives se déroulent dans un calme tout relatif. Malgré des violences survenues notamment dans les provinces du Katanga et des Kasaï, la population semble s’être déplacée en masse pour y participer. Le jour même du scrutin, on dénonce des fraudes qui apparaissent grossières : bourrages d’urnes, découvertes de bulletins remplis auparavant, bureaux de vote dépourvus de matériel électoral, électeurs votant plusieurs fois, bulletins incomplets en l’absence du nom du candidat Tshisekedi à Mbuji-Mayi (Kasaï).
