Photo: Gary Schafer Esteemed Canberra paediatrician Sue Packer is in her late 60s, but has an ability to view the world through the eyes of a child. It has served her well in a 40-year career, the past 20 of which have specialised in helping abused and neglected children. Dr Packer laments that policy settings developed for children, such as child care and schools, and even the modern Australian family unit, have lost sight of what's important for a child. ''In primitive societies, children were a precious resource and each child had four or five adults looking after them,'' she said. Advertisement ''Now families are small and disconnected. ''The needs of the child can too often get sidelined in parents' priorities. Dr Packer believes children need certainty, security and recognition and modern life can compromise this, leaving them experiencing chronic stress. ''They have experienced unimaginable things.

Cartoons for Children's Rights is a UNICEF broadcast initiative that aims to inform people around the world about children’s rights. The effort has forged partnerships with many well-known animation studios that have developed more than 80 half-minute public service announcements based on the articles of the Convention on the Rights of the Child.
