Obama has been constrained by the conservative side. After all, they vote as a block in the House against pretty much anything he comes up with, including votes to put the nation into default so they can say that he "failed". And a record number of filibusters, and record number of blocked appointments in the Senate, with almost no effort at bi-partisanship. So that has definitely slowed down what Obama would like to do. And all of that scorched earth opposition is unprecedented. It is also cynical, because it rejects the mandate of his first election which Obama won by a solid majority, essentially, substituting partisan politics for the vote of the people. But progress moves forward like water flowing downstream that ultimately can not be constrained. It can be blocked for a while, levied, but then the pressure builds up, until finally, the levy is just overwhelmed. Those are the forces of nature that the GOP side is playing with.
