L’AERES publie le rapport d’évaluation du CNRS. L’Agence d’évaluation de la recherche et de l’enseignement supérieur (AERES) rend public ce jour le rapport d’évaluation du Centre national de la recherche scientifique (CNRS). L’évaluation du CNRS, organisée par l’AERES et effectuée par un comité international d’experts qu’elle a constitué, est achevée. L’objet de cette évaluation est la stratégie de l’organisme et sa traduction opérationnelle, à l’instar de toutes les évaluations d’établissements organisées par l’AERES.

Elle est à distinguer de l’évaluation de la qualité de la recherche menée au CNRS, qui est réalisée par ailleurs, dans le cadre de l’évaluation des activités conduites par ses unités de recherche. Le rapport salue les évolutions clefs impulsées au cours des dernières années, au premier rang desquelles le rapprochement avec les universités. The continued interest in getting accurate information about the impact of science ( combined with the success of the Star pilot program has resulted in an followon project entitled STAR METRICS.

STAR METRICS is envisioned to be a multi-phase project that will evolve with time in response to the demands of stakeholders. The STAR METRICS will create a reliable and consistent inter-agency mechanism to account for the number of scientists and support staff that are on research institution payrolls supported by federal funds. STAR METRICS will build on this information in future to allow for measurement of science impact on economic outcomes, such as job creation, on scientific outcomes, such as the generation and adoption of new science, often measured by citations and patents, as well as on social outcomes such as public health. University Alliance institutions are proud of the world-leading research that they undertake. They have proved their value through the RAE. The main findings of this research are compelling: that the UK should continue a policy of funding excellence wherever it exists. For those that argue that first we must build a critical mass in research in order to be excellent, our report demonstrates conclusively that quality is a driver of scale and not vice-versa. Based on an analysis of RAE2008, it is clear that there are small and medium-sized units that perform as well as, and often better than, the largest units.

It is also clear that growing these units would not necessarily show further improvement in quality. Our report also demonstrates why there is no significant correlation between productivity and research unit size.
