Her head held high — Embattled Health and Human Services Secretary Kathleen Sebelius announced her resignation Thursday, roughly a week after Healthcare.org hit its target of seven million health insurance subscribers covered under the Affordable Care Act.

Sebelius came to the Obama Administration as the widely respected former governor of Kansas with a knack for dealing with both side of the political aisle. The badly botched rollout of the aforementioned Web site put her squarely in the sights of the GOP and sent Democrats scrambling for political cover. How could the administration have so badly screwed up the implementation of the president’s landmark legislation? The answer, as usual, is complex. And the politics, as usual, is less so. Throw ‘em a block — Like much of Pennsylvania, Lackawanna County hangs in state of economic limbo.
