As a scientist, I have been trained to debate issues based on observed facts and to form generalities about the world while simultaneously acknowledging that exceptions are notable. This mentality carries over into all parts of my life. What I have observed after two years in the federal government is that it does not have an institutional culture accepting of the new social software tools it badly needs to adopt. Of course, exceptions abound. There are certainly other thought leaders in the government social software space who have whole-heartedly adopted a Government 2.0 mentality. With all the interest in social software, there are now handy lists of government offices and people using it. Other great examples include Gov Gab, the Secretary of Health and Human Services’ site, and the Library of Congress blog.

Simply put, people in the government aren’t talking to each other enough. In what I think is a good trend, people associated with the government are using Web 2.0 (whether they know it or not). Ironically, however, many government agencies block such sites for use at work. Despite this, there are overt sprinklings of Web 2.0 influence all over the federal government.
There are also promising extra-governmental efforts. Die werkwijze is gisterenavond beloond met de hoogste journalistieke prijs die in de VS wordt uitgedeeld. De krant won de prijs, de eer en 10.000 dollar, in de rubriek National Reporting voor zijn activiteiten rondom de presidentsverkiezingen, onder meer met de Obameter. Sinds de lancering van de site noteerde PolitiFact.com 865 beloftes waarvan minder de helft, 43 procent, uiteindelijk werd nageleefd.

Maandag 26 oktober bezocht ik met mijn collega Quirien Engelhard, senior adviseur publiekparticipatie bij het ministerie van V&W, de Social Strategy Talk, een door Sogeti en Creative Crowds georganiseerde bijeenkomst om ervaringen te delen over de toepassing van sociale media. Voor deze keer was het ministerie van BZK medeorganisator en ging het over e-participatie. We bekeken de presentaties van de verschillende initiatieven en vervolgens vroeg ik Quirien naar haar indrukken.
De Social Strategy Talk vond plaats in het oude Trouw-gebouw: vroeger stonden er drukpersen, nu stond de hal vol met twitteraars, bloggers en andere gebruikers van nieuwe media. En er stond ook een heuse DJ die tijdens intermezzo’s voor een stemmige sfeer zorgde. Her en der waren beeldschermen opgehangen waar alle twitterberichten werden getoond die voorzien waren van #sst. De ontvangst was met koffie, troebel appelsap en verse muntthee. Ai! Dubbele open data? Sterren voor basisscholen.
