There can be little doubt that over the past few years those responsible for the delivery of education and children’s services within the United Kingdom have undergone an unprecedented period of challenge and change. However, the process of examining the role of “local authority” in supporting the raising of standards in schools is no longer confined to the turbulent UK context. In other parts of Europea process of devolution of statutory duties is occurring whereby central government is increasingly relying on regional, local, community or school governance arrangements to deliver national priorities for school improvement and outcomes for children. Based on the experience of the Peer Learning Clusters and other groups set out as part of the E&T 2010, the following thematic working groups, other groups and fora are organised under the new Strategic Framework for European cooperation in Education and Training (ET 2020): Thematic working groups : Modernisation of Higher Education Assessment of Key Competences Professional development of teachers Mathematics, science and technology Two other thematic working groups on languages (respectively targeting 'early language learning' and 'the role of languages in improving the chances for employment') supplement the activities of the groups set out above. These are not currently planning to carry out peer learning activities as such.
