Megyn Kelly and Bill O'Reilly discussed the shocking pepper-spray incident that rocked the UC Davis campus on Monday's "O'Reilly Factor." Kelly called the pepper spray "a food product, essentially," but both wondered whether the particular mix the campus police used to repeatedly spray student protesters had been diluted. "A lot of experts are looking at that and saying, is this the real deal?" Kelly said, though she added that the spray was "obviously abrasive and intrusive." She then said that it was not clear that the police had overstepped their boundaries, since they were trying to disperse a crowd practicing civil disobedience. "I know that the tape looks bad," she said.
