Explaining High Murder Rates in Latin America: It’s Not Drugs

Fearon found that in the last two decades murder rates around the world have either stayed steady or declined, except in Latin America and the Caribbean where they have significantly increased. This increase is across the board; as H. Hugo Frühling and Joseph Tulchin note in Crime and Violence in Latin America: Citizen Security, Democracy, and the State all homicide rates have been rising over the last 25 years regardless of whether a country had low or high homicide levels to begin with.

Most people might assume that this trend is due to higher levels of drug trafficking and the violence that surrounds competing drug cartels. Even though segregation is technically illegal, people are still just as racist as they ever were before. This unending cycle causes extreme poverty in black neighborhoods because they are unable to make better lives for themselves. Because of gangs, many African-American men are going to jail or being killed, leaving their children with no male influence. That's according to a new report from the Centers for Disease Control and Prevention, which also found that homicides in each of those cities have their own local flavor. The report is based on data from the CDC’s National Violent Death Reporting System, comparing gang and non-gang data on violence and homicide. Analyzing data from between 2003 and 2008, the report looked at large cities in 17 states.

Respondents serving larger cities and suburban counties were significantly more likely to report gang member migrants than were respondents in smaller areas (74 percent versus 65 percent).

Approximately half (51 percent) of the agencies reported that their local gang problems emerged well before the arrival of gang member migrants.
