Students with emotional and behavioral disorders have serious and persistent difficulties that can be described by a psychiatric diagnosis. When special educators identify a student as having an emotional or behavioral disorder, they are assisted by a psychologist or psychiatrist who conducts a thorough evaluation and makes a diagnosis of the disorder, using the categories listed in the Diagnostic and Statistical Manual of Mental Disorders (American Psychiatric Association, 2000). This medical manual, known as the DSM, groups behaviors in clusters corresponding to common clinical disorders. A great deal of controversy exists among those who work with children with behavioral disorders regarding the practice and method of diagnosis.
