Need help understanding IPv6 Link Local FE80::/10 range

Hi Friends, I'm confused on the Ip access-group in interface command Vs IP access-group out command. How will it affect the access-list which is currently configured with Ip access-group in interface subcommand and if we change it to ip access-group out interface subcommand.
