Journal of Consumer Protection and Food Safety 28/12/19 Views of veterinarians and meat inspectors concerning the practical application of visual meat inspection on domestic pigs in Finland

The most prominent issue raised was visibility. The question of visibility was also raised in a previous study performed in the UK (Tongue et al. 2013). According to Regulation (EC) No 854/2004, Annex I, Section I, Chapter II, Part D, point 1, all external surfaces must be viewed in the post-mortem inspection and minimal handling of the carcases and offal or special technical facilities may be required (EC No 854/2004). Throughout the questionnaire, the meat inspection staff noted that this is not possible in most cases without at least handling the carcase and organs or modifying the slaughter line. In addition, a lack of visibility of sites known to harbour patho-physiological changes, particularly the heart, was seen as a problem.

FRONT. VET. SCI. 27/01/20 Near real-time monitoring of clinical events detected in swine herds in Northeastern Spain

A swine health monitoring system based on the reporting of clinical events detected at farm level has been in operation in Northeastern Spain since 2012. This initiative was supported by swine stakeholders and veterinary practitioners of the Catalonia, Aragon and Navarra regions. The system aims to evidence the occurrence of endemic diseases in near real-time by gathering data from practitioners that visited swine farms in these regions. Meat Science Volume 137, March 2018, Consumer interest in environmental impact, safety, health and animal welfare aspects of modern pig production: Results of a cross-national choice experiment

Introduction In many countries, an increasing public interest in sustainable, high quality and safe food can be observed. With respect to farm animal production, many consumers expect food production processes taking into account aspects like animal welfare and other social and ethical attributes (Boogaard et al., 2006, Tonsor et al., 2009, Van Loo et al., 2014). Furthermore, concern about health and environmental risks caused by meat production is growing due to food scandals and crises in the last decades (Krystallis, De Barcellos, Kügler, Verbeke, & Grunert, 2009). This has led to an increasing interest in the role that credence attributes (i.e., attributes that cannot be assessed by consumers, not before and not after the purchase, but need to be communicated, see Fernqvist & Ekelund, 2014) play in consumer choice, in addition to the classical search and experience attributes like appearance and taste. 2. 2.1.

Article 13 of Title II of the Treaty on the Functioning of the European Union stipulates that ‘in formulating and implementing the Union’s agriculture’, the Union and the Member States shall ‘pay full regard to the welfare requirements of animals’.

PARLEMENT EUROPEEN - Réponse à question E-001771-18 High rate of mortality of farmed pigs in Germany

Member States have a legal duty to ensure the day‐to‐day enforcement of these provisions through control activities, and the EU’s Food and Veterinary Office (FVO) inspectors check whether national authorities are applying EU legislation. On 20 March 2018, a German television channel reported that in Germany, 13 million pigs (nearly 20% of the national pig production) die every year before they reach slaughterhouses due to illnesses or injuries.

German law does not impose any specific examinations to identify the causes of death. Is the Commission aware of this situation involving a low level of animal health and very poor conditions of animal husbandry? PLOS 09/02/18 The safety and quality of pork and poultry meat imports for the common European market received at border inspection post Hamburg Harbour between 2014 and 2015. Abstract Though imports of products of animal origin into the European Union (EU) have to comply with legal requirements and quality standards of the community, food consignment rejections at external EU borders have been increasing in recent years.

PLOS 09/02/18 The safety and quality of pork and poultry meat imports for the common European market received at border inspection post Hamburg Harbour between 2014 and 2015

This study explored microbiological metrics according to national target and critical values valid for samples at consumer level of 498 fresh poultry meat and 136 fresh pork filets from consignments subjected to physical checks during clearing at the border inspection post Hamburg harbour between January 2014 and December 2015 with ISO standard methods. Quantitative results indicated that critical thresholds for aerobic counts, Enterobacteriaceae, and E. coli were never surpassed. Merely for staphylococci, one poultry sample (0.2%) and 10 pork samples (9.3%) exceeded the critical limit (3.7 log cfu/g). PARLEMENT EUROPEEN - Réponse à question E-002648-15 Irish pigmeat recall scheme. Following the dioxin contamination in Ireland in 2008, the Irish Government received permission from the Commission to grant state aid (Aid No N 643/2008) to provide Irish pigmeat processors with assistance for the cost of removing ‘eligible product’ from the market that may have originated from Irish pigs.

PARLEMENT EUROPEEN - Réponse à question E-002648-15 Irish pigmeat recall scheme

The state aid received provided the basis for an emergency fund implemented by the Minister for Agriculture, Fisheries and Food. The beneficiaries under this scheme were processors (primary and secondary) who could clearly demonstrate the retention and/or return of products, or provide documents from retailers showing a supply to them from the processors, where such products were sent for eventual destruction by rendering, or, in the case of product destroyed abroad, who were able to provide adequate documentary evidence of the destruction of any qualifying product. Excluded from the scheme were exporters who may have purchased or received products subject to the recall. IRISH VETERINARY JOURNAL 07/11/16 Stakeholder perspectives on the use of pig meat inspection as a health and welfare diagnostic tool in the Republic of Ireland and Northern Ireland; a SWOT analysis. A review of strengths and weaknesses suggest that issues of relationships and communication are central to the development of MI as a health and welfare diagnostic tool.

IRISH VETERINARY JOURNAL 07/11/16 Stakeholder perspectives on the use of pig meat inspection as a health and welfare diagnostic tool in the Republic of Ireland and Northern Ireland; a SWOT analysis

Stakeholders recalled a number of instances of regular and open communication between producer and processors, and the benefit of this for producers’ sense of trust in processors, and in terms of their awareness of pig health and welfare issues. Stakeholders also identified as an opportunity, the value of existing relationships between producers and their private veterinary practitioner, especially in terms of working with producers on health and welfare concerns and visiting the processing plant on behalf of the producer. This point supports evidence from elsewhere on how veterinarians form a key component in facilitating effective communication, and capacity building at the farm level [5, 15, 16, 17, 18]. Denmark Aim of the monitoring and organisation Isolation of PRRS-virus is notifiable in Denmark. Notification is a prerequisite for export of meat from non-outbreak herds to a few markets. Serological monitoring of herd infection status is compulsory in nucleus and multiplying herds (n = 360), and voluntary in production herds.

The aim of the monitoring is to assist the trade of live pigs between herds of similar infection status. The monitoring of nucleus and multiplying herds is based on serum samples collected from the herds. Sampling From all breeding and multiplying herds, 10 serum samples are collected monthly from randomly chosen growing and finishing pigs. Tests and testing procedures The serum samples from nucleus and multiplying herds are analysed monthly for presence of antibodies to PRRS by a blocking-ELISA aimed at detecting antibodies to both European and US sub-types of PRRS virus.

FRONTIERS IN VETERINARY SCIENCE 21/06/16 Impact of Network Activity on the Spread of Infectious Diseases through the German Pig Trade Network. PARLEMENT EUROPEEN - Réponse à question E-000063-16 EU Pigs Directive. For many years the EU Food and Veterinary Office (FVO) has carried out inspections in the Member States on compliance with the provisions of EU Directive 2008/120/EC (the Pigs Directive) concerning environmental enrichment and the ban on tail-docking.

It has emerged that a large number of countries still violate the tail-docking ban. Apparently it is only Luxembourg and Sweden which comply fully with the directive’s rules. In spite of repeated representations about this, and in spite of warnings by the European Parliament, the Commission does not appear willing to assume its responsibility and take these countries to the EU Court of Justice. In its past answers to the European Parliament, the Commission has said that it can only take action in cases where the Member States systematically fail to monitor compliance. 1. 2.
