They are intended to allow EU vessels to fish for surplus stocks in that country's exclusive economic zone (EEZ), in a legally regulated environment. There are two main types of agreements: Tuna agreements – allow EU vessels to pursue migrating tuna stocks as they move along the shores of Africa and through the Indian Ocean. This version replaces the previous one/s. EFSA was requested by the European Parliament to conduct a scientific assessment of the health risks related to human consumption of wild and farmed fish. An EFSA Interpanel working group was set up to conduct this assessment. The opinion focused on the following finfish species as being marketed to a significant amount in the European Union: salmon, herring, anchovies, tuna, mackerel, pilchards, rainbow trout and carp. A special focus was also given to Baltic herring at the request of the European Parliament. Of the selected fish, salmon, rainbow trout and carp are predominantly or exclusively farmed.

Species, season, diet, location, lifestage and age have a major impact on both the nutrient and contaminant levels of fish.
