Changes/Problems:Although we were notified the grant was awarded on September 12, 2014, funds were not released to Cornell University until March 4, 2015. Most of the Subcontracts were in place by April 20, 2015. NIFA allows grantees to back charge expenses to the start of the grant (September 1, 2014), but most universities only allow accounting transfers up to 90 days prior to the start of the subaccount.
